Who can post?
Any registered user can post quotes from #TheZone on irc.thezoneirc.com. (apparently any registered user can edit the configuration too)

Tags
In the "tags" section of your post, tag all the people who are speaking in that specific quote, and any other chatters to which the quote may refer.

Example: A quote of Syber talking by himself about "Jay" (but posted as a quote by Raelz) would contain these tags: Syber,Darc
